On projects where a driveway, septic, plumbing, or well permit is required in addition to a building permit, no building permit will be issued until the other permits have been issued. Fees for driveway, building, zoning, plumbing, or well permits can be paid by the applicant on the same check. However, separate checks are required for septic fees. No permits will be issued all fees have been paid in full. (Click here to view current fee schedules). All checks should be made payable to "ALSACE TOWNSHIP". ZONING PERMITSA zoning permit is required for any improvement to a property. The fee for a zoning permit is based on Alsace Township Resolution 2008-8. This fee compensates the Township for the time spent by the Zoning Officer to evaluate the proposed use of the improvements and to ensure that all requirements of the zoning ordinance are complied with. WELL PERMITSApplicant must submit a plot plan of the property in question showing the proposed location of the new well, the location of all septic system(s) on the property in question as well as, the wells and septic system(s) on any adjoining properties. This plot plan must indicate that, the new well shall be placed at least fifty (50) feet from all boundary lines and the plot plan must also depict a 100-foot radius out from the new well. After the well has been dug, applicant must submit a copy of the well driller's log, the information required on the well permit application, and a laboratory analysis of the total coliform content of the well water to the Township within 14 days of the well completion. Failure to comply with these requirements will be deemed a violation of Alsace Township Ordinance 2005-4. DRIVEWAY PERMITSAll new driveways entering onto any public roads which are owned and maintained by Alsace Township must conform to the driveway standards set forth in the current Alsace Township Zoning Ordinance, the current Alsace Township Subdivision and Land Development Ordinance, and Alsace Township Ordinance 2003-2. Applicants should be aware that driveway slope restrictions will be enforced. All new driveways must conform to Penn Dot’s standards for Safe Stopping Sight Distances. It is a violation of Section 612.A of the Alsace Township Zoning Ordinance to construct a driveway in such a fashion as to divert stormwater onto a road or street. All driveway's shall be staked by a surveyor for site distance review by a Township Official. BUILDING PERMITSA building permit is required for ANY new principal or accessory buildings, ANY addition to an existing detached or attached building, (e.g. porches, rooms, etc.) and, for any new detached residential accessory building which exceeds 1000 square feet in area. A building permit is required for any changes to an existing structure which affects the structural integrity of the building, however, a building permit is not required for any non-structural cosmetic changes. For example, a building permit would be required for new roof supports, but not for new roofing shingles. For projects which will involve the disturbance of more than 5,000 square feet of earth, the applicant must demonstrate approval by the Berks County Conservation District of an erosion and sedimentation pollution control plan. A copy of the deed to the property in question, a copy of the contractor's liability and worker's compensation insurance certificates, and a plot plan of the property showing all pertinent features and set back distances must also be submitted by the Applicant. The attached building permit fee schedule has been adopted by the Alsace Township Board of Supervisors in Resolution 2008-8, and pertains to fees for building permits. Alsace Township has adopted the Uniform Construction Code (PA Construction Code Act 45). Appeals of rulings by any of the Township’s inspectors requires a filing fee of $750, and all such appeals shall be made to the Berks County Uniform Construction Code Board of Appeals. It is the permittee’s responsibility to contact the building inspector in a timely manner so that, the required construction inspections are performed. A copy of the required inspections is attached hereto. A rough framing inspection will be done only after a rough-in electrical, mechanical and plumbing inspection have been done, but before any insulation or wall coverings have been installed. Calls for inspections must be made a minimum of 24 hours in advance. Please Note: The Alsace Township Zoning Ordinance requires a frost footer/foundation for any accessory structure 200 square feet, even though a building permit is not be required. PLUMBING & MECHANICAL PERMITSAlsace Township's Plumbing and Mechanical Inspector is Brian Sands and he can be reached at (610) 374-8397. Plumbing contractors should be aware that Alsace Township follows both, the International Mechanical Code and the International Plumbing Code, however, local ordinance (circa 1987) requires all sewer traps installed on the lateral to any home or business shall be constructed of cast iron and that, all plumbing work must be installed by a licensed master plumber. Calls for inspections must be made a minimum of 24 hours in advance. NOTE: Any proposed underground or above-ground fuel tanks must be clearly shown on a plot plan which shall be submitted to the plumbing inspector along with the required permit application. Contractors should be aware that separate electrical permit will be required for any electrical work done in the Township. Contractors should also be aware that Alsace Township follows both the International Electric & International Energy Codes. Calls for inspections must be made a minimum of 24 hours in advance.
